About the contact list

This list includes contacts provided to Indigenous Services Canada that have been authorized by an Indigenous group, community or people to receive notice from service providers for the purposes of section 12 of An Act respecting First Nations, Inuit and Métis children, youth and families (the Act).

Please note:

1. There is no requirement for an Indigenous governing body to provide ISC with contact information.
2. A governing body authorized to receive notice for the purpose of section 12 does not indicate the governing body is authorized to establish a coordination agreement discussion.
3. The information in this repository is not intended to prescribe the type of personal information that should be included in the notice of significant measure.
4. Each province or territory may have different minimum standards or unique requirements around what personal information should be provided in an initial notice of significant measure or in a follow-up request for additional information. Agencies and Indigenous governing bodies should familiarize themselves with the relevant provincial or territorial standard for the level of detail that needs to be shared to satisfy all parties while maintaining stewardship of sensitive information and mitigating undue delays.

How to submit contact information for publication

Once a First Nation, Inuit or Métis group, community or governing body has informed their service provider of the name of the Indigenous governing body authorized to receive notice pursuant to section 12 of the Act on their behalf, they may also submit for publication the name of the Indigenous governing body authorized to receive notices by email to partenariats.partnerships@sac-isc.gc.ca.

Information to include when submitting notice for publication:

• name of the Indigenous governing body
• name(s) of the First Nation, Inuit or Métis group(s), community(ies) or people(s) that have authorized the Indigenous governing body to receive notice of significant measure from service providers
• province/territory where the Indigenous governing body is located
• contact information for the Indigenous governing body
• completed consent form

Updates to the contact list

Once received, new or updated information will appear in the contact list as soon as feasible. The page is updated monthly.

ISC reserves the right to adjust the display of the contact information list over time as per recommendations made by First Nations, Inuit, Métis and provincial or territorial stakeholders.

Disclaimer

Pursuant to section 12 of the Act, service providers must provide a notice of significant measure in relation to a child belonging to a First Nation, Inuit or Métis group or community to those that assert they are an Indigenous governing body as defined in the Act, and who has informed the service provider that they are acting on behalf of that First Nation, Inuit or Métis group or community. The Indigenous governing body should provide the service provider with accurate and regularly updated contact information.

Despite the existence of the contact list on the ISC website, in order for an Indigenous governing body to receive section 12 notice from a service provider, the governing body will still need to inform the relevant service provider that it is acting on behalf of the First Nation, Inuit or Métis group, community or people of the child in question.

The First Nation, Inuit or Métis community or group, that authorized an Indigenous governing body to receive notice of significant measure that no longer authorizes the Indigenous governing body to receive notice pursuant to section 12 of the Act, should notify ISC as well as the relevant service provider as soon as possible.

This contact information list is not intended to:

• serve as a list of which Indigenous governing bodies have provided notice under subsection 20(1) of the Act of their intention to exercise legislative authority in relation to child and family services
• serve as a list of which Indigenous governing bodies have made a request under subsection 20(2) of the Act to enter into a coordination agreement in relation to the exercise of such legislative authority
• express a position on whether an Indigenous group, community or people holds a right or rights recognized and affirmed by section 35 of the Constitution Act, 1982, or
• confirm that an Indigenous governing body is authorized by an Indigenous group, community or people to act on its behalf for the purposes of section 12 of the Act

Below is a list of key contact information for provinces and territories. The purpose of the list is to help Indigenous governing bodies inform service providers that they are acting on behalf of an Indigenous group, community or people for the purposes of section 12 of the Act.

Note: provinces and territories may choose to maintain their own repositories of Indigenous governing bodies delegated to receive notices from service providers. ISC will work with provinces and territories to ensure that these repositories align as best as possible.
