Indigenous-led options for solutions

Outcomes of the Collaborative Process on the Second-Generation Cut-Off and Section 10 Voting Thresholds will have broad impacts on First Nations from coast to coast to coast. Indigenous Services Canada seeks to co-develop Indigenous-led options for solutions to the following issues for consultation:

How to apply

Successful applicants must submit a summary report of their findings. This must include proposed solutions to the issues for consultation that are reflective of their communities’ preferred options for potential legislative remedies. Applicants may submit a single or multi-issue proposal.

In order to support fairness and transparency, guidelines and evaluation criteria have been established for the review of proposals and approval of funding. Proposals will be assessed, recommended, and approved based on specific assessment criteria.

Application process

  2. Complete the funding proposal application online through GC Forms or email Reforme-de-linscription-Registration-Reform@sac-isc.gc.ca to request a proposal application
  3. Complete and submit the proposal application
  4. Reach out for support as needed

Deadline for proposals

Completed proposals must be submitted by March 14, 2025.

Funding available

Proposal type: Single-issue proposal

Proposal content:

Maximum funding available: $10,000

Proposal type: Multi-issue proposal

Proposal content:

Maximum funding available: $20,000

Maximum levels of funding are subject to availability and may include up to 15% of administrative costs. Proposals that exceed the maximum amount of funding per selected proposal type, as outlined above, will not be approved for funding.

Successful proposals should clearly demonstrate the following criteria:

I. Themes and Activities

Criteria

The proposal demonstrates an understanding of the issues and outlines how the selected/proposed activities will be undertaken to lead to a deliverable that includes options for solutions to the Second-Generation Cut-Off and/or Section 10 Voting Thresholds.

Assessment

  1. Does the proposal define: one/both issues for consultation?
  2. Does the proposal outline how the selected activities will be undertaken (who, what, where, when) to lead to a deliverable that includes proposed solutions?
  3. Do the additional activities (optional) correspond with the eligible funding activities?

II. Timelines and deliverables

Criteria

The proposal demonstrates clearly defined timelines that measure progress and deliverables.

Assessment

  1. Does the proposal identify how will you ensure the timely submission of the final report on the solution(s) by May 30, 2025?
  2. Is there an included schedule or timeline of deadlines to complete deliverables (for example, a review process, final drafting of the report and preparation of an expenditures report)?

Due date for final report

Final submissions (deliverables) to the proposed solution(s) must be submitted by May 30, 2025.

Use of unexpended funds

Unexpended funds remaining at the end of the fiscal year must be returned to ISC.

Deliverable

Successful applicants will be asked to prepare a final report detailing all of the possible options for solutions to the issues selected. Applicants are encouraged to identify any known community, financial, or other impacts of the selected solutions.

The final report detailing the options for solutions will be submitted to Indigenous Services Canada through a fillable form. We aim to provide applicants with a decision on their proposal within 30 days of application by email from reforme-de-linscription-reqistration-reform@sac-isc.gc.ca.
